Tom was born and raised in Wilmington, Delaware, where he and his wife Judy reside. In 1974 Tom became a lawyer. He is presently a member of the Bars of the United States Supreme Court, the Delaware Supreme Court, the United States Courts of Appeals in Philadelphia, Washington, Richmond, San Francisco, Chicago, the District of Columbia, New Orleans, and the United States District Court for Delaware. Tom is a member of the Delaware State Bar Association. He has served as a national vice-president and as a Director of the Christian Legal Society and also as general counsel and as a Director of the Rutherford Institute. In 1986 Tom was honored by the Governor of Delaware and served as the Republican Party candidate for U.S. Congressman for Delaware.

Graduating from St. Joseph’s College (Bachelor of Arts, magna cum laude, 1969), the University of Delaware (Master of Arts 1973), and Georgetown University Law Center (Juris Doctor 1974), he was an associate editor of the American Criminal Law Review (1971-1972) and an editor of the Georgetown Law Journal (1972-1973). Additionally, from 1972-1974, Tom served as a law clerk to the Honorable John H. Pratt, Judge of the United States District Court for the District of Columbia.

Formerly a partner in a Wilmington law firm, since May 1981 Mr. Neuberger has practiced law in his own firm. Tom is experienced in many areas of law and litigation. He has extensive experience representing plaintiffs or defendants, individuals or businesses, in civil trials and appeals in the courts. He has lectured to lawyers on federal court practice and procedure, the First Amendment of the United States Constitution and recent case developments. Because of his expertise in the First and Fourteenth Amendments to the Constitution, he was twice invited to testify before committees of the U.S. Congress.

Mr. Neuberger also has authored or co-authored legal articles which have appeared in the Fordham Law Review, the St. Louis University Public Law Review, the Delaware Lawyer, the Labor Law Journal and the Equal Employment Practice Guide.

Steve, the son of Tom Neuberger, was born and raised in Wilmington, Delaware. As he was growing up, his father would often tell him stories about the never-ending "David vs. Goliath" battles in the courtroom. In retrospect, the seeds for eventually becoming a lawyer probably grew from these exchanges.

After graduating from St. Marks high school in 1996, Steve graduated from the University of Delaware in 2000 with a B.A. in history.  Steve was initially drawn to a life teaching history, but after spending several summers working for The Rutherford Institute, a civil rights and civil liberties advocacy organization in Charlottesville, Virginia, he decided on law school instead. He graduated from Temple University’s Beasley School of Law in 2003.

During his three years at Temple, Steve clerked for Thomas S. Neuberger, P.A. and soon began to love doing civil rights work, embracing the "fight for the little guy" philosophy of his father. Upon taking and passing the Delaware Bar exam in 2003, Steve joined Tom’s practice and the 22 year-old "Thomas S. Neuberger, P.A." became "The Neuberger Firm."

Steve is presently a member of the bars of the Delaware Supreme Court, the United States Courts of Appeals in Philadelphia and Richmond and the United States District Court for the District of Delaware.
